Social health insurance depends on the confidence of the people and institutions it involves. Trust is built through commitments people can understand, financing tied to service readiness, and accountability in delivery.

In brief

  • Understandable commitments. Enrolment communication should explain, in plain language, who can join, what is covered, how contributions or subsidies work and where to get help.
  • Financing tied to service readiness. Purchasing arrangements should develop alongside provider readiness, quality standards and processes for resolving problems.
  • Accountability in delivery. Clear responsibilities, accessible grievance channels and routine public reporting build trust, and transparency should include the limits of coverage and plans to address them.
  • A phased approach for Somalia. Agree a feasible service promise, build the systems to deliver it, then expand on the basis of evidence and learning.
