Dr. Abdulrazaq Yusuf Ahmed, also known as Dr. Jalaaludiin, is a health systems expert, researcher, and public-sector transformation leader committed to strengthening healthcare institutions and advancing better health outcomes. His professional work focuses on health systems strengthening, health financing, national health insurance, public administration, institutional reform, and effective leadership.

Dr. Jalaaludiin currently serves as the Director General of Somalia’s National Health Insurance Authority (NHIA), where he works to advance national health insurance and support efforts toward greater access to quality and financially sustainable healthcare. Beyond health systems, he is passionate about leadership development, governance, and institutional transformation, and is the founder of RIYAADA Institute for Leadership & Governance, also known as RIYAADA Academy, based in Mogadishu, Somalia.

Through RIYAADA Academy, he promotes executive education and professional development in leadership, governance, public administration, institutional reform, and health systems management. His academic and research interests further explore the intersection of health, economics, population, governance, and public-sector transformation. Through research, writing, education, and leadership, Dr. Jalaaludiin continues to contribute to the development of healthier communities, stronger institutions, and capable leaders.
