Short biography

Dr Abdulrazaq Yusuf Ahmed is a Somali physician, health-systems leader and researcher. He serves as Director General of Somalia’s Social Health Insurance Authority and Founder and Chairman of the RIYAADA Institute for Leadership & Governance. His work connects health financing, hospital governance, emergency leadership, postgraduate education and evidence-informed public-sector reform.

Extended biography

Previously, he served as Director General and Chief Executive Officer of De Martino National Public Hospital and as Somalia’s National Incident Manager during the COVID-19 response. His work connects health financing and public accountability with clinical governance, workforce capability and service continuity.

He is Coordinator and Senior Lecturer in the Postgraduate Tropical Medicine Programme at Benadir University and Founder and Chairman of RUGSAN Consultancies and Research. His research examines financing, governance, equity, service quality and resilience in fragile settings.
